IMO it's pointless to compare the two. OSRS has diverged and so is it's own game now, you don't have to compare it. Pre-EOC had some of the best content ever in my opinion with Nex and Dungeoneering. I think that they're both good, pre-eoc OSRS that is current and since it had been. I enjoy them. The point was to return where rs3 made a right and make a left. After free trade eliminated it was mainly downhill. We got to select and gone a completly different path and RuneScape is larger than ever. RuneScape was much better than pre eoc just a few years after release. Some might disagree and say it was better in the beginning but there was a clear lack of content, and you can play for tens of thousands of hours and still have plenty to do wether you only like pvm or skilling, although skilling is pretty much the same but faster.
I disagree, a TON of very balancing and QoL updates did not come until annually. I'd say RuneScape was worse than EoC for the first 4 or so years until larger content such as MMII came out. Wrath runes did not exist until 2018, Raids came 2017 out and brought the max mage, like D Claws in items. Great Kourend dropped but the baseline quests required to come out. That just depends on if you think Pre-EOC was an up- or downgrade from 2007. It was balanced at least, so I have a very hard time before 2017. But it had articles of an (objectively, I figure ) high quality (as in, tons of dev time placed in), that many enjoyed.
RuneScape is far better than Pre-eoc, but it's its own host of issues. It does; although A lot of individuals believe botting doesn't really have alternatives. For some reason, MMORPG communities are willing to accept cheaters as a simple fact of life. It's expensive to repair but it can be afforded by the company. Additionally, allowing 3-p customers and allowing multi-logging were big mistakes. Wise, OSRS has restricted options. There's essentially the Blowpipe and just content that is not doable with it has variety. 2-T ranged weapons were a bad idea, esp. With decent accuracy and a lot of strength. Rigour should not be as powerful as it is, possibly.
Frankly, I always wonder just how long we have until the other'2006scape'pops up along with a server reset occurs. In addition, I believe leagues would be great for RuneScape, but OSRS players appear to have some immunity to it. I think using a rehash of D-Claws, D-picks,'''the handcannon'in the form of the ballista, etc is lame. The blowpipe was supposed to revitalize and it did maybe well. Additionally d-claws, d-picks etc.. If not these, then what? RuneScape needs new content one way or another, it's easy to criticize in hindsight, but I don't have.
I really don't know which model is better but I would like it if OSRS took RuneScape from right before EoC and build on it. The majority of the updates that are early are reskins of RS2 content, meaning players wanted it OSRS version of those and enjoyed them in RS2. I prefer the agility rework over stamina and graceful potions daily. Gamers were given a good reason to train up agility over binging on staminas by this rework. Summoning was a much needed update in RuneScape and functioned as a major gold and item sink. The powercreep from it was balanced out with tougher supervisors like Nex or even Nomad that were cleared balanced about Summoning.
